Finnish Licensing Framework Faces Industry Scrutiny

The regulated gambling market in Finland is set to open from  1 July 2027, and the licensing window for operators ends in August this year. With deadlines just months away, only 30 applications have been submitted so far. 

The panellists at the Global Markets Hub event discussed the current licensing situation in Finland. They emphasized that the lack of clarity over the gambling rules is what makes major operators think twice before applying for licenses, causing delays.

Certain laws have been updated, including the Finnish Gambling Act, published in January. As the deadline approaches, operators prioritising Finland will have to make a quick call. 

Jaakko Soininen, managing director of Finnplay, an iGaming platform provider in the Nordics, has pointed out the uncertainty surrounding technical standards, responsible gambling, and marketing rules. 

He quoted that “It is odd that you need to apply for the licence without knowing actually what you’re applying for.”

Another popular personality, Fredrik Wastenson, the managing director for the Nordics at LeoVegas, also shared a similar opinion. 

He also suggested that waiting isn’t wrong for companies, especially when dealing with existing concerns over regulatory control.

Even amid uncertainty, the panelists firmly believe that the National Police Board is doing a good job as a regulator.
